NORTH
DADE DEANERY CONVOCATION
Be
it resolved that Item #163 (AIDS ministry) be set at $4,000 and
that the Item # 117 be reduced by $4,000.
Ø
Fr. Thomas Ryan, convener of Human Needs Ministry,
suggested that AIDS Ministry could apply for a Human Needs
Endowment Grant, and Bishop Frade added that if the grant
were not sufficient, he would help AIDS Ministry obtain the
balance of the $4000. The resolution was withdrawn.
SOUTH
PALM BEACH DEANERY CONVOCATION
Be
it resolved that Item ADM 19 (Stewardship) be set at $1,000 and
that Item OP 22 be reduced by $1,000.
Ø
This resolution was also withdrawn, after Budget Committee
Chair Al Topping assured the Convention that the $1000 for
stewardship was available elsewhere in the budget.
With
these two budgetary resolutions withdrawn, the Convention passed
the 2003 budget of $3,057,479 as presented.
Clergy
compensation guidelines for 2003 were also approved.
RESOLUTION
NO. 1 PASSED
This
resolution was initiated by the Senior High Youth Rally and at
their request was adopted by the North Palm Beach Deanery Convocation,
September 21, 2002.
WHEREAS,
our diocese has a scholarship fund, called the Rev. Clegg Memorial
Scholarship Fund, which is available to youth of our diocese
who need financial assistance attending diocesan, provincial or
national youth events,
BE
IT RESOLVED, that any money in the Diocesan Youth Budget not used
in a given year should at the end of each year be donated to the
Rev. Clegg Memorial Scholarship Fund.
RESOLUTION
NO. 2 PASSED
This
resolution was initiated by the Senior High Youth Rally and at
their request was adopted by the North Palm Beach Deanery Convocation,
September 21, 2002.
WHEREAS,
the Youth of our Diocese desire an affordable place which they
can call their own where they may gather and explore their relationship
with Christ, and
WHEREAS,
the parents of our youth desire a safe, sacred and fun place where
their youth may learn more about Christ and how to develop a relationship
with Christ, and
WHEREAS,
an overwhelming majority of dioceses that have successful mission-driven
youth ministries attribute a large part of their success to well-managed
diocesan youth camp facilities,
BE
IT RESOLVED that our Diocesan Bishop should appoint a Committee
with representatives from each of our Deaneries to study the viability
of a youth camp facility for our Diocese, the Committee will create
a report explaining what our Diocese would need to build and operate
a successful youth camp facility here, and that the Committee
should present its findings to the Executive Board and to the
2003 Diocesan Convention.
RESOLUTION
NO. 3
REFERRED TO COMMITTEE ON CONSTITUTION AND CANONS
ORIGINATOR:
Clergy of the Broward Deanery, Episcopal Diocese of Southeast
Florida, Fall Convocation
WHEREAS,
the Constitution and Canons of the Diocese of Southeast Florida,
CANON XX, Section 2 specifies:
"All
accounts of the diocese, parishes, aided congregations or other
institutions shall be audited annually by a certified public
accountant independent of the organization being audited or
by such audit committee as shall be authorized by the treasurer
of the diocese except in the case of the diocese which must
be audited by a certified public accountant. All reports of
such audits, including any memorandum issued by the auditors
or audit committee regarding internal controls or other accounting
matters, together with a summary of action taken or proposed
to be taken to correct deficiencies or implement recommendations
contained in any such memorandum, shall be filed with the treasurer
of the diocese or the ecclesiastical authority not later than
September 1st of each year. Such report shall cover the financial
activity and report thereof for the previous calendar year."
WHEREAS,
the Diocesan Budget for 2003 includes some $400,000 in expenses
allotted direct aid and assessment reduction for parishes, aided
congregations or other institutions of the diocese.
RESOLVED,
that the Treasurer is directed by this Convention to fully
and fairly enforce CANON XX, Section 2 as written.
BE
IT ALSO RESOLVED, that the Treasurer of the Episcopal Diocese
of Southeast Florida insure such Audit Committee be unquestionably
"independent" by being constituted of qualified persons
from outside the parish, congregation, or other audited institution.
BE
IT ALSO RESOLVED, that canonically mandated audits are understood
to be normal business practice and their costs are to be born
by the organization being audited.
BE
IT ALSO RESOLVED, all parishes, congregations or other institutions
that receive diocesan aid or a reduction in assessment that do
not meet the terms of CANON XX, Section 2 should have their assessment
reduction and/or financial assistance from the Diocese of Southeast
Florida suspended immediately, and until full canonical compliance
can be documented and presented to Executive Council by the Treasurer.

From
Haitian Ministry
To
the 2003 Diocesan Convention
PASSED
Whereas
the Haitian population in the United States has been on the increase
since the early 1980s requiring many cities such as Miami to hold
special services for Haitians using Kreyol/French to communicate
with this ethnic group,
Whereas
the Diocese of Haiti is one of the largest in the American Episcopal
Church with some 180,000 baptized members,
Whereas
many Haitian Episcopalians have settled permanently in many US
cities such as Miami, Orlando, New York, Newark, Boston, Los Angeles,
etc.,
Whereas
it is imperative that our church minister to Haitian Episcopalians
and other potential members of this ethnic group,
Whereas
such work was begun in Miami in 1982 so that Diocese has a well
established Department of Haitian Ministry – of word and sacraments,
And
whereas a center for the work of evangelism, Christian Education
and social services named after the first Bishop of Haiti and
the first Black Bishop of the Episcopal church, James Theodore
Holly has been in operation since 1987,
Be
it resolved, that this convocation asks for the Diocesan Bishop
and the Bishop Assistant for Ethnic ministries to request that
General Convention authorize a Haitian ministry National project,
under the office of the Presiding Bishop of Episcopal Church USA
for the purpose of coordination and use of resources for a more
effective ministry to these populations throughout the US. Furthermore,
the Bishop Holly Center in Miami will become the central office
for this ministry in full cooperation with the Diocese of Southeast
Florida.
