Bishop asked if there were nominations from the floor. As there
were none the ballot was closed.
The
Rev. Alison P. Harrity and Dr. Gay F. Outler were elected by acclamation
to the offices for which they were nominated.

first ballot was taken.
The
President of the Standing Committee, the Rev. Jeannie M. Martz,
introduced the Bishop for his address to the convention. (Copy

As
part of the Bishops Address, he introduced the Very Rev.
Paul Rasmus and the Rev. Dr. Bryan Hobbs, who will become Archdeacons
of our diocese at the beginning of December, 2002 and January,
2003, each of whom spoke about the work they will be doing as
part of our diocesan staff. The bishop introduced the Assistant
Bishop, the Rt. Rev. James Ottley, who reported on his work and
plans. At the bishops invitation, the Bishop of Nassau
and Archbishop of the Province of the Carribean, the Most Rev.
Drexel Gomez, addressed the Convention.
The
results of the first ballot were reported. In the election of
a Lay Member of the Standing Committee, Char Vinik received a
majority of the votes cast and was elected.
In
the election of Clergy Members of the Standing Committee, the
Rev. Mary Gray-Reeves received a majority of the votes cast and
was elected. As no other candidate received a majority
of the votes cast, the three candidates who received the least
votes were removed from the ballot and the Convention was instructed
to vote either for Carlos Sandoval, Hallock Martin or Martin Zlatic.
In
the election of a Lay Trustee of the University of the South,
Donald Benjamin received a majority of the votes cast and was
elected.
A
second ballot was taken to elect the additional Clergy Member
of the Standing Committee.
The
bishop introduced our Diocesan Consultant, Susy Miller, who gave
the Keynote Address, during which delegates were asked to interact
at their table settings regarding issues which she suggested.
The
results of the second ballot were reported. None of the candidates
received a majority of the vote cast, so the person receiving
the fewest votes was removed from the ballot. The delegates were
instructed to vote between Carlos Sandoval and Hallock Martin
and the third ballot was taken.

Treasurer, Tom Huston, Jr. presented the Financial Statements
for our four funds - Operating, Designated, Property & Loan
and Common Trust - for the first seven months of 2002. (Copies

The
Chairman of the Budget Committee, Al Topping, moved the adoption
of the Proposed 2003 Diocesan Budget. (Copy attached) The Rev.
William Stokes moved that if someone makes an amendment to increase
an item in the budget, they must include in their amendment which
item(s) in the budget would be lowered to allow for the increase;
the motion was seconded and passed.
Mr.
Topping explained the proposed budget page by page.
A
resolution from the North Dade Deanery asked that Item #163 for
AIDS ministry be increased by $4,000. A substitute motion was
that the AIDS commission be asked to apply for a Human
Needs Grant to support their work; the substitute passed.
A
resolution from the South Palm Beach Deanery asked that Item #19
for Stewardship be increased by $1,000. After discussion, the
resolution was withdrawn.
The
motion to adopt the budget as presented was passed.
The
Youth Commission, lead by their president Erin Ferguson, made
a presentation to the convention about our diocesan youth ministry.
The
resolutions submitted to the convention were presented. (Copies
of the resolution are found in the appendix.)
Resolution
No. 1 from the North Palm Beach Deanery, determining that money
allocated for youth ministry in the diocesan operating budget
which is not used in a given year should be donated at the end
of the year to the Rev. Clegg Memorial Scholarship Fund, passed.
Resolution
No. 2 from the North Palm Beach Deanery, asking that the bishop
appoint a committee to study the viability of a youth camp and
report back to the Executive Board and 2003 convention, passed.
Resolution
No. 3 from the Broward Deanery Clericus, determining that aided
congregations who do not provide canonically required audits would
have their aid withheld, was referred to the Canons Committee,
who will be asked to clarify the canon on audits.
Resolution
No. 4 from the Haitian Commission asking that our diocese memorialize
General Convention to establish a Haitian Ministry National Project
to be housed in the Bishop Holly Center in Miami passed.
Resolution
No. 5, the Clergy Compensation Guidelines, was passed. It was
agreed that a copy of the list of the responsibility levels of
our congregation will be sent to each church in our diocese.
The
President of the Episcopal Church Women, Susan Stokes, reported
on the work and ministry of our Church Women.
Charles
Ring, President of the Southeast Florida Episcopal Foundation,
reported on the work on the Foundation.

in Evening Prayer and the bishop declared the Convention adjourned.
